The Horn and East Africa Parliamentary Institute (HAEAPI) was established in 2019 by a consortium of Somali intellectuals and scholars, drawn from both within Somalia and across the Horn and East Africa region. HAEAPI is an independent institute committed to serving as a trustworthy and impartial resource, providing unbiased training to lawmakers at both the Federal and State levels. Our mission is to offer all members of parliament comprehensive analysis, innovative ideas, and insightful studies on fostering a peaceful, prosperous, and resilient Somalia.
At HAEAPI, we are dedicated to empowering Somali leaders, particularly members of parliament, including women, youth, and marginalized groups (WYMG), by equipping them with the requisite training and research skills necessary to advance a secure and stable Somalia.
Located in Mogadishu, Somalia, HAEAPI operates as an independent, non-profit organization with a vision to promote democratic governance, justice, rule of law, accountability, transparency, human rights, human dignity, freedom of religion, and freedom of speech throughout the Horn of Africa and East Africa region. Our establishment stems from the acknowledgment of the pivotal role parliamentarians play in shaping policies and laws that significantly impact the lives of citizens.
HAEAPI is dedicated to providing comprehensive training and resources to parliamentarians, empowering them to effectively advocate for and uphold justice, human rights, and democratic principles in their respective countries. We strive to equip parliamentarians with the knowledge, skills, and networks necessary to enact positive change and foster good governance.
Our vision is to cultivate a region where justice, the rule of law, human rights, human dignity, freedom of religion, and freedom of speech are upheld, leading to prosperous and peaceful societies.
